MANILA BAY INTEGRATED AREA DEVELOPMENT ORGANIZATION (MABIADO)

PROPOSED PROTOCOL OF MEETINGS
MANILA BAY INTEGRATED AREA DEVELOPMENT ORGANIZATION (MABIADO)
1. One vote per municipality
2. All the municipalities along the Manila Bay and its environs shall be invited to become members
3. For purposes of this protocol, the term “municipality” shall refer to both towns and cities
4. For purposes of this protocol, chartered cities shall still be recognized as being independent from the provinces, but they shall be considered as part of the river system
5. For purposes of this protocol, the legal and juridical personalities of the Metro Manila Development Authority (MMDA), Laguna Lake Development Authority (LLDA), Municipal Development Councils (MDCs), City Development Councils (CDCs), Provincial Development Councils (PDCs) and the Regional Development Councils (RDCs) shall be recognized, but deemed separate from the specific purposes of the Manila Bay Integrated Area Development Organization (MABIADO)
6. Only one official delegate per municipality may sit at the conference table per meeting, in all levels of meetings
7. Only member municipalities may vote in all levels of meetings
8. Non-member municipalities may attend as observers but may not vote
9. Regional Directors and Provincial Managers of national government agencies shall be invited as observers but may not vote
10. Congressmen from the local districts shall be invited to attend as guests, but may not vote
11. Representatives of the MMDA, LLDA and the local development councils may be invited as guests but may not vote
12. Each municipality must send permanent representatives to the weekly Technical Working Group (TWG) meetings
13. Each municipality must require the Planning Department Head to attend the monthly Planning Department Head’s (PDH) meetings
14. Each municipality must require the Vice Mayor to attend the Quarterly Vice Mayor’s (QVM) meetings
15. Each municipality must require the Mayor to attend the Annual Municipal Mayor’s (AMM) meetings
16. The minimum rank of a TWG representative shall be an Assistant Department Head
17. The TWG shall elect its own Coordinator from among the representatives
18. All agenda items that are taken up at the PDH meetings must originate from the TWGs
19. All agenda items that are taken up at the QVM meetings must originate from the PDH meetings
20. All agenda items that are taken up at the AMM meetings must originate from the QVM meetings
21. The TWG meetings may be held in any municipality that is convenient to the group members, subject to rotation on a weekly basis
22. The PDH meetings may be held in any municipality that is convenient to the group members, subject to rotation on a monthly basis
23. The QVM meetings may be held in any municipality that is convenient to the group members, subject to rotation on a quarterly basis
24. The AMM meetings may be held in any municipality that is convenient to the group members, subject to rotation on a yearly basis
25. The sequence of rotation in the hosting of the meetings shall begin with the municipality or city with the oldest foundation date. Thereafter, the rotation will based on the sequence of foundation dates
26. Under extreme circumstances, a Senior Planning Officer may be allowed to attend the TWG meetings on behalf of the Assistant Department Head
27. Under extreme circumstances, an Assistant Department Head may be allowed to attend the PDH meetings on behalf of the Planning Department Head
28. Under extreme circumstances, a Senior Councillor may be allowed to attend the QVM meetings on behalf of the Vice Mayor
29. Under extreme circumstances, an Administrator may be allowed to attend the AMM meetings on behalf of the Mayor
30. All meetings shall be open to the public in general, and to the local media in particular
